How Arabs (but not Jews) can grab high-value Jerusalem real-estate which does not belong to them

Unbelievable: How Arabs (but not Jews) can grab, without cost, high-value real-estate which does not belong to them – in the heart of Israel's capital.
 
The practice is to actually allow Arabs (only) to take possession of land, on the say-so of an Arab neighborhood local leader ("mukhtar" in Arabic), without proper deed and title.
The practice is winked at by government legal advisors, who together with Israel's High Court of Justice have long formed a stronghold of the Israeli Left.

Needless to say, and properly so, there is no arrangement entitling Jews to take possession of land based on the say-so of, perhaps, their local neighborhood rabbi.
Jews, as one would expect, are entitled to land only if they hold proper deed and title, either by inheritance or by purchase.
