אסור לישראל לשחרר רוצחים מסוכנים - אך יש צעדים אחרים שהממשלה חייבת לעשות למען גלעד שליט. למשל:

 

מאות אסירי חמאס יושבים בבתי הכלא בישראל - וזוכים לזכויות יתר בתחומים הבאים: ביקורים * לימודים *  צפייה בטלוויזיה * קבלת עיתונים (כדי שיוכלו להתעדכן, איך להזיק לישראל הכי טוב). 

 

חלפו 455 ימים -- ושר המשפטים טרם העביר את החוק הדרוש כדי לבטל את זכויות היתר הנ"ל! אנא לכתוב לשר תזכורת דחופה. דוגמא ללנוסח אפשרי:

ככל הידוע לי, קבוצה מצויינת של חברי כנסת הגישה לפני 455 ימים (!), הצעת חוק, אשר מבטלת את זכויות היתר של אסירי החמאס. זאת, עד שגלעד שליט יקבל זכויות יסוד כמו ביקורי משפחה.

עם כל הכבוד -- אתה, שר המשפטים, מכהן כיו"ר ועדת שרים לענייני חקיקה http://www.pmo.gov.il/PMO/Secretarial/Comissions/committeehak.htm. כלומר, מבחינה חוקתית, זהו תפקידך לקדם את החקיקה הנ"ל בשם הממשלה כולה. 

 

אשמח לקבל ממך עדכון דחוף. הרי ניתן להפוך הצעת חוק לחוק תוך יום אחד  (כך נחקק, למשל, חוק רמת הגולן). מה דעתך לעשות כך, כבר היום, לטובת גלעד שליט? כי כולנו רוצים ממשלת מעשים - לא ממשלת "הכל דיבורים".

455 Days - Yakov Neeman needs to help Gilad Shalit

455 days ago, a group of MKs submitted proposed a new law to help Gilad Shalit, according to which special privileges (TV, media, academic studies and visits) given to Hamas criminals in Israel's jails will  be stopped until Gilad Shalit is released or at least given his most basic privileges by the Hamas -- such as a Red Cross or family visit.

 

Please contact Justice Minister Yaakov Neeman to remind him to hurry up with this important matter. Example letter:

 

Dear Mr. Justice Minister Neeman,

re: Shalit bill - 455 days overdue, please do what needs to be done 

    It is my understanding that you as Justice Minister are the Chairman of the Israel Government's Ministers' Legislation Committee. As such you personally, as an individual senior minister, have the primary statutory obligation to make the Shalit bill into law. The bill is even supported by pro-Palestinian Haaretz: http://www.haaretz.com/print-edition/opinion/a-law-for-shalit-1.280788.

    Mr. Neeman, this bill was submitted more than 450 days ago. It is greatly overdue. It is high time it became law. Urgent bills in Israel, such as the Ramat Hagolan law, have been passed in one day. Can you please get this done without delay. The plight of Gilad Shalit is an urgent matter. 318 קורבנות אם ישוחררו המחבלים Terror Deal will Cause 318 more deaths

 

להלן נתונים שפורסמו ע"י הכתב המדיני האמיץ של הג'רוסלם פוסט:

א. המחבלים, שאותם ישראל מתבקשת לשחרר בעיסקת המוות עם החמאס, רצחו בעבר 600 ישראלים.

 

ב. . מתוך המחבלים שישוחררו, 55% הם מחבלים מטעם הרשות הפלשתינית, אלה חוזרים לרצוח בהסתברות של 45%.

 

ג. יתר המחבלים שישוחררו, כלומר 45% מהם, הם מחבלים מטעם החמאס, אלה חוזרים לרצוח בהסתברות של 63%. 

 

ג. המספרים הנ"ל ידועים לכל שרי הממשלה ולכל העיתונאים. למשל, בעיסקת 2004 עם החיזבאללה, קבלנו גופות של 3 מחיילינו, אך מחיר הדמים היה 27 ישראלים שנהרגו על ידי המחבלים ששחררנו. כלומר 9 ישראלים קיפחו את חייהם, עבור כל גופה שקיבלנו בעיסקת המוות של 2004.

 

מהו מספר ההרוגים הצפוי כתוצאה מעיסקת שחרור המחבלים הנוכחית? הדבר ניתן לחישוב -  318 הרוגים. בידקו בעצמכם את החישוב, מדובר בחישוב "צפי מתמטי"  http://en.wikipedia.org/wiki/Expected_value   על פי הנתונים לעיל: 

  318 =  (0.55  * 0.45 + 0.45 * 0.63)  600

a. The terrorists to be released have already killed 600 Israelis

 

b. 55% of the terrorists to be released are Palestinian Authority-affiliated. The chance they will return to terror is 45%.

 

c. 45% of the terrorists to be released are Hamas-affiliated.  The chance they will return to terror is 63%.

 

d. These numbers are well known to our politicians. For example, in the 2004 terrorist release deal, 3 soldiers' bodies were returned - but 27 Israelis were killed by the terrorists  who were released. That's 9 Israeli deaths for each of the bodies returned.

 

d. The expected number of Israelis who will be killed by the terrorists which the new proposed terrorist release deal will let out, is 318.  This is by a simple "mathematical expectation" http://en.wikipedia.org/wiki/Expected_value   computation:  318 =  (0.55  * 0.45 + 0.45 * 0.63)  600.

 

Please could you contact PM Netanyahu who is wavering, plus  Shas minister Eli Yishai and the large Israeli newspapers Yedioth and Maariv all of whom are carelessly supporting this deal,  and say: Please come to your senses and stop irresponsibly supporting such a horrible prospect. You can even simply forward this entire email to them:

Mattot Arim's Second Comparative Report on Legislators & Ministers

If not, here are the main findings in English:

 

Parties:

 

First in order of merit was the National Union which with 71 activities on average per legislator far surpassed its rival, the Jewish Home-Mafdal which averaged 45 activities per legislator in the 9-month period covered by the report. Likud was next, with 28 activities on average, and Shas was not far behind with 21 activities per legislator on average. Liberman's Yisrael Beytenu surprisingly scored low, averaging only 17 activities per legislator, surpassing only ultra-Orthodox UTJ, at the bottom of the list with 16 activities per legislator.

Highest individual scorer in Likud (in the whole Knesset, in fact) was Yariv Levin with 116 points, far exceeding the next top Likud contenders, namely Zeev Elkin - 69, Danny Danon  -66 and Zipi Hotovely - 63.

Zion Pinian, an Orthodox novice Likud MK, was next with 31. In the 20's: Ayub Kara - 29, Miri Regev - 29, Carmel Shama - 28, Silvan Shalom - 26, Ofir Akunis - 26, Yuli Edelstein - 25; Ruby Rivlin - 22, Gilad Erdan - 22, Michael Eitan - 21;  and Leah Nes - 21.

Likud legislators and Likud ministers scoring in the teens included Bogy Yaelon - 18, Haim Katz - 17, Gidon Saar - 16, Benny Begin - 16, Limor Livnat - 15, Yisrael Katz - 14, Yuval Steinitz - 13, Moshe Cachlon - 11, Gila Gamliel - 10.

The lowest scoring Likud reps were Dan Meridor - 2 and Yosi Peled - 9.  

 

Ministers:

 

As above, Mattot Arim found a low level of activity among ministers. The 3 most active (least inactive...) ministers were Likud (note: National Union have no ministers):  Silvan Shalom (26), Yuli Edelstein  (25), and Gilad Erdan (22) tying with National Home's sole minister, Daniel Hershkowitz. Bogy Yaelon scored 18 points, followed by Gidon Saar, Benny Begin and Uzi Landau, with 16 points. Shas ministers scored poorly, with 8 points for leader Eli Yishai and 5 points for Ariel Atias. The junior Shas ministers were slightly higher rated: 10 points for Yakov Margi and for Meshulam Nahari. Liberman's ministers also scored poorly: 7 points for Stas Miseznikov, 8 for Sopha Landver and 13 for Police Minister Aharonovitch.

 

Special achievements:

 

The report also added a special chapter on "important achievements". National Union's  Uri Ariel, highly regarded as a vigorous parliamentarian and expert on furthering Israel's interests in Judea and Samaria, topped the list with four important achievements, for assisting in appointing non-left-wing Supreme Court judges, for watching out for National Camp interests in the all-important Finance Committee at the Knesset, for bringing other legislators to the Shomron, and for passing a law (clemency for anti-disengagement demonstrators), one of the only laws the National Camp had passed in the period covered by the Report.

A surprising second was former-Kadima current-Likud MK Zeev Elkin - 3 important achievements: the long-awaited establishment of the Knesset's Land of Israel lobby together with Prof. Aryeh Eldad, bringing other legislators to the Shomron, and passing the disengagement demonstrators' clemency law. Begin, Yaelon and Edelstein (Likud), Eldad (National Union) and Rotem (Yisrael Beytenu) chalked up two important achievements each.

 

Individuals:

 

The highest scoring ultra-Orthodox legislator was Rabbi Chaim Amsalem (46). Menachem Porush scored poorly (11 points).

The highest scoring female legislator was Zipi Hotovely (63).

 

Methodology:

 

All types of ministerial and parliamentary activities were culled from local and foreign press, from party websites, individual MK websites, Knesset website, National Camp activist groups, regional councils and communities, from our activists, and of course from the legislators themselves. Level of activity was defined simply as the number of parliamentary and governmental actions, such as interrogatories, bills, votes and agenda-setting, initiated by each minister or legislator on issues of importance to the National Camp.

 

ACTION ITEM: Encourage the good guys!!

 

Please write to the ministers and MKs, tell them you are aware of the Mattot Arim activity report and will strongly appreciate their continued hard work on topics such as building Judea and Samaria, hasbara on dangers of Palestinian state, formulating a tough plan of action responsive to the Palestinian boycott of our goods, etc.
